The City of Kerrville City Council recently voted to commit
resources towards the completion of the stalled Downtown Pavilion.
According to news reports as much as $100,000 was earmarked by
the City to complete the Pavilion, that money could come from
unspent funds from the 2008-2009 budget (EyeOnGovernment would
like to know why those "unspent funds" are not returned to
the citizens of Kerrville?).
The Pavilion is a project of the Central Kerrville Development
Corporation (CKDC) and has run short of funds causing construction
to cease. The CKDC attributes the shortfall of money to be due
to the downturn in the economy which caused private contributor
pledges to not be met.

Recently, private contributors to the project notified the City
of Kerrville that if the City takes over they want their money
back and are willing to go to court to get it.
EyeOnGovernment is not sure Kerrville really needs a Downtown
Pavilion. We're dubious that it would have a significant impact
on tourism in Downtown Kerrville. However, that is speculative
just as saying it would stimulate tourism is speculative!
Should the City of Kerrville be involved financially in the
