The City of Kerrville has applied to TCEQ for a CCN (Certificate
of Convenience and Necessity) that would extend the City's jurisdiction
(especially it's right to provide water) two (2) miles beyond
city limits.
The City says that it needs this area to insure safety, long-term
water provision and economic growth for future city annexations.
According to the City, the current 1 mile ETJ will automatically
extend to 2 miles when the city population reaches 25,000.
So. The question is does the City need a CCN now or just wait
until the official census figures put the population of Kerrville
at or above 25,000. The City says it is smart planning to ensure
adequate water - especially in case of fire. The County says
there is no need for the City of acquire a CNN as standards equal
to the City's are already in place for new developments in the
county.
Should the City of Kerrville be granted a CCN by TCEQ or just
