The city does not take good care of its own area now ... why would we want it to take us (the county) into its jurisdiction?

The city is not a good steward of water. City staffers & city officials deny the severity of our Hill Country water situation. They have neither been transparent nor truthful with CCN information. Many examples of false information can be derived from the city council meetings and the town hall meetings. The unstated reason for the CCN is a water source for unfettered development benefitting a few developers and contractors. Bruce Motheral is on record proposing "one stop shopping" for developers. With the proposed CCN his plan would be one step closer and the Kerr County aquifers would be further threatened.

The city of Kerrville and the Chamber should not try to encourage more construction of housing here. This is a desert and eventually there will be a very bad drought as there has been in the past and for the city and other water officials trying to put water meters on extra territorial jurisdiction well owners is terrible. They want county people to take the responsibility for the cities agenda of encouraging additional people here.. BAD. Approve the quality of life of the people here and if industrious people want additional people have them apply to Fredericksburg or Boerne. Improve what we have. Do not enlarge it.

This seems to be a power struggle between city and county. The city should have no jurisdiction over county matters.

The City's system is highly dependent on very junior water rights from the Guadalupe, which have been and will continue to be restricted by the water master. We do not have enough water for the existing customers or enough to furnish water to the infill within the city limits. The CCN obligates Kerrville to furnish water to every qualified applicant within 60,000 new acres(The city contains less than 12,000 acres now).

I think it should wait until the population reaches the 25000 mark and not jump the gun.

This is a bad idea. The City is trying to prevent another Kerrville South without recognizing that such a development would be impossible today. Plus, by allowing landowners with more than 28 acres to opt out, you have eliminated the large tracts that will be developed that the CIty wants to control. Better they should pay attention to what needs fixing IN the City.

If proper water needs were planned from the beginning the city would be able to annex new areas without excessive costs being incurred to bring streets and water and sewer up to prescribed standards.

I have two properties in involved area and have exercised my option to "Opt out" . I currently do not trust any government body and believe that will expand their powers to more strictly regulate my water on my property.

Annexation by Kerrville has always been about TAXES and not about services or safety. The City broke the law by not providing service to annexed areas beyond the airport and finally had to reverse the annexation by court order. They did not refund TAXES. The City simply cannot be trusted.

I think the City needs to be more concerned with the problems we have now. Our streets are in terrible shape. They fix a few of the roads and I guess that's suppose to satisfy us. But there are more streets that need re-surfacing and drainage. (Lois Street - Hill Country Drive) I think the county should have the authority to approve construction of water systems until such time that the population exceeds 25,000.

This is just another example of the dominance and control Kerrville City Council strives to maintain. They would have the right to pump water from over 60,000 acres located in and around Kerr County. What would that do to the aquifer? And what would it cost to the taxpayers living in the County, but within the City's jurisdiction. At the same time, it would necessarily cause property owners a loss of property rights and groundwater rights within the City's controlled area. Another prime example of CONTROL, CONROL, CONTROL by the City Council. From whose mind on City Council did this wonderful idea formulate? Some years ago when several City Council members were booted out after a successful recall election, the City initiated Charter Amendments for City Council members to be only be recalled from office for more restrictive causes (i.e. - protecting their own), and required more signatures for a petition of removal. Perhaps the citizens should initiate a referendum to amend the City Charter which would allow Council members to be recalled from office for less restrictive reasons than those currently stated and lessen the number of Petitioners required for such a removal. This writer does not live in the City, however, currently owns a business in the City, has owned other property located in the City, and currently pays City taxes. Thank you! I finally feel like someone is giving me the opportunity to have a voice regarding the City of Kerrville!!!

The city needs to take a look at the mess a majority of the streets IN the city are in and maintain them along with other major problems such as the screwed up traffic (and traffic lights) before they start trying to interfere with ETJ problems.
